The Minnesota State Lottery is a state agency that controls instant scratch and numbers games (e.g. Powerball). In 1988, Minnesota voters approved a constitutional amendment by a margin of 59 percent to 41 percent allowing for the State Lottery.

Lottery tickets are now sold at more than 3,250 retail locations throughout all 87 counties in the state. In 2001 the Minnesota State Lottery’s revenue totaled $368 million. Of that:

-59.3 percent, or $218 million, was awarded in prizes.
-12.2 percent, or about $45 million, was used for administrative and operating costs.
-6.4 percent, or $23.5 million, was paid to retailers for commission and incentives.
-22.1 percent, or $81.3 million, went to the state, of which:

                     

~9.8 percent was directed to the state’s general fund to support services such as K-12 education, health care, aid to local governments and public safety.

~6.1 percent went to the Environment and Natural Resources Trust Fund to finance projects that preserve, restore and  enhance our state's natural resources.

~6.2 percent went to other environmental funds for fish and game management, parks, trails and zoos.
